The Corps of Engineers has posted the draft EIS and some of the background technical reports on their http://www.nwo.usace.army.mil/html/od-tl/eis/nisp-eis.html. The Corps of Engineers has also posted the NISP DEIS comments on their website, http://www.nwo.usace.army.mil/html/od-tl/eis-nisp-deis-comments.htm. The documents are not organized very clearly – a lot of them are from the public hearings, and others are written testimony. The first document contains a numerical index.
