Environmental Impact Statement Documents
The draft Environmental Impact Statement was formally issued on May 1, 2008. The Corps of Engineers has posted the drat EIS and some of the background technical reports on their website. You may get a "certificate error" as you navigate to their site, but it is safe. Have a look; it's HUGE!
DEIS Comment Period Extended to September 13, 2008

The Poudre River is highly endangered by this project, and as is clear from the testimony during the public hearings, the NISP DEIS has severe deficiencies.

Dozens of public entities and elected officials, as well as hundreds of citizens asked for a full and fair comment period. The Corps granted only an additional 45 days.

We are disappointed that we did not get a full and fair 90-day extension. Considering the length of the document and extreme complexity of the project, a full and fair 180 day comment period was clearly warranted.

We're going to do our best to analyze the document and highlight it's many problems in the limited time available to us.

DEIS Review and Comment Suggestions
For people who wish to review the DEIS, here are some guidelines that we hope will be useful.
Here are a list of questions that we have compiled about the DEIS that may help reviewers in their analysis of the document.
Preliminary Review by the City of Fort Collins
The City of Fort Collins has assembled an interdisciplinary team of staff and consultants to review the NISP draft EIS. We believe that you will be very interested in their list of concerns, running the gamut from economic, to water quality, to recreational impacts. Though their final report will not be available until late August, 2008, please see the following links for these important city documents:
